- Work Group on Standards - Review all rules and matters related to the administration and enforcement of Chapter 91, including licensing fees, standards of care and confinements of animals, including but not limited to the federal regulations and ensure the minimum standards incorporate section 802.201 requirements
- Compliance Work Group - Review all rules related to compliance by licensees and persons engaged in dog or cat breeding, including but not limited to – periodic inspections, out of cycle inspections, and penalty matrices
- Licensing, Registration and Training Work Group - Review all rules related to the licensing of breeders and the registration of inspectors, including but not limited to criminal conviction guideline, and inspector training
- Discussion and possible recommendation on proposed rules to implement House Bill 1451, 82nd Legislature, Regular Session (2011), Licensed Breeders program
