Here are the public comments on general topics received during the 2012 Strategic Planning process. The comments are grouped as answers to the four questions we based our discussions on.

The Texas Commission of Licensing and Regulation adopted amendments to existing rules at 16 Texas Administrative Code, (TAC), Chapter 70, §70.100 and §70.101 regarding the code adoptions in the industrialized housing and buildings program. The effective date of the rule adoption is July 1, 2012. The adoption will be published in the March 23, 2012, issue of the Texas Register. Revised "Manufacturer's Monthly Summary" report form for Texas industrialized housing and building manufacturers - Form #023, the "Manufacturer’s Monthly Summary" report form has been revised – the revised form may be downloaded from the IHB forms page. Manufacturers are to start using the revised form by no later than January 2011.
The form has been revised to merge old sections 3 and 4 into one new section 3. All units that are either labeled or shipped in the month and year of the report are now reported in section 3 of the report.
A new section 4 has been added – the manufacturer is required to report any unused labels (decals or insignia) in the manufacturer’s possession in this section. Unused labels are those that have not been physically attached to a module or modular component.
The form is still available in an Excel format, or electronic format, for attaching and submitting via email. However, security measures have been added to the form so that the form layout cannot be altered. This is the primary format for reporting to the Department.
The Word format of the form has been replaced by a “fillable” PDF format – you may type information directly into the form. This is the alternate format for reporting. Please use this format if you do not plan to submit your report via email.
