Texas Department of Licensing and Regulation

Board of Barber Examiners Strategic Planning Process

Invitation to Participate in the Texas Department of Licensing and Regulation’s 2005 – 2009 Strategic Planning Process

I have had the pleasure of being the Executive Director of the Texas Department of Licensing and Regulation (TDLR) for the past six years.  During this time we have initiated and implemented major service improvements in our licensing, enforcement, inspection and communication areas.  As a result TDLR has been recognized by many for excellence in its customer service and regulatory effectiveness.  As with any organization, public or private, TDLR’s success is directly correlated to the quality and commitment of its employees.  Another secret to TDLR’s success is the valuable input received during the strategic planning process.  Our strategic planning process is focused on the inclusion of stakeholders, the exchange of ideas and visions, and the implementation of strategic planning initiatives that result in a higher quality of services and regulatory effectiveness.

As one of TDLR’s customers I invite you to participate in TDLR’s strategic planning process.  Your participation and input in the strategic planning process is greatly valued because it provides the foundation upon which TDLR is able to build an even more effective and efficient organization.

What is strategic planning?

Strategic planning is a long-term iterative and future-oriented process of information gathering, goal setting, and decision-making.  Since 1991 state agencies have been required to develop a Strategic Plan every two years and submit it to the Governor’s Office of Budget, Policy and Planning and the Legislative Budget Board. I’m proud to say that TDLR does not view the strategic planning process as a requirement but as an opportunity to reengineer the way we do business in order to meet the changing needs of the people we serve.  Our approach to strategic planning is to bring together stakeholders, their ideas, and their concerns to map out a clear path of the present and a shared vision for the future.

How can I participate in TDLR’s strategic planning process?

You can participate in the strategic planning process by attending one of TDLR’s Strategic Planning Focus Group Sessions or by providing written feedback to the five questions listed below via e-mail or regular mail.

If you choose to attend a Strategic Planning Focus Group Session please RSVP Christina Guzman at christina.guzman@license.state.tx.us or (512) 475-0583 no later than four days prior to the session you wish to attend.

TDLR’s Strategic Planning Questions - Shaping the Future of Barbering and Cosmetology in Texas

These are the questions asked during the Strategic Planning sessions.

1. What things are working well in the regulation of the cosmetology industry?

2. How can the cosmetology industry be regulated better?

3. If you could change one service that you currently receive, what would it be and how would you change it?

4. If you could amend or eliminate any provision of the Texas Cosmetology statutes or rules, which one would it be and why?

5. What is the single greatest challenge that TDLR will face in the next twelve months of regulating your industry?

6. What major changes will occur over the next five years that will impact the way you do business and the services we provide?
