2018 Registered Accessibility Specialist Procedures Are Available

The 2018 Registered Accessibility Specialist (RAS) Procedures are available. The 2018 RAS Procedures take effect on December 3, 2018 and must be followed for any projects registered through the Texas Architectural Barriers online System (TABS). TABS projects will be referenced by numbers such as TABS1234567890. TABS projects will allow you to upload plan reviews and inspections with some edit capabilities and perform other related activities.

The current (2007) RAS Procedures remain in effect for all projects registered prior to December 2, 2018. These projects are referenced as EABPRJB1234567. EABPRJ projects will continue to require paper submittals for plan review, inspections, edits and related activities on Project Status Update (PSU) forms. File folders must be returned to TDLR in accordance with the 2007 RAS Procedure for these projects.    

Pre-Register for Texas Architectural Barriers Online System (TABS)

A new TDLR database for construction projects in Texas goes live on December 3, 2018. The Texas Architectural Barriers online System (TABS) will track all Elimination of Architectural Barriers projects in the state. All communication and notices from TDLR regarding construction projects will come through TABS. Users must register and create a user account with a valid email address to access the new system.

Users can pre-register in TABS from 8 a.m. on Thursday, November 1, through 11:59 p.m. on Saturday, December 1 at www.tdlr.texas.gov/TABS. This pre-registration is only to register as a new user in TABS.  No other actions will be available on these dates.

The current Architectural Barriers online registration system will close permanently at 11:59 p.m. on Saturday, December 1. The new TABS will be fully available for user and project registration starting at 8 a.m. on Monday, December 3.

Coming Soon: Texas Architectural Barriers Online System (TABS)

The Texas Architectural Barriers online System (TABS) will soon be available. This system is the new online project database for registration and maintenance of the Elimination of Architectural Barriers project records. New users will need to register in TABS once it becomes available and create a user account to access the system.

A valid email address will be required to log in as you will only have access to projects in TABS that are linked to that email address. ALL email notifications from TABS regarding your projects will go to that email address. It is essential that you create or designate an email address that you will be able to access for all TABS related notices.

Texas Accessibility Academy

The final 2018 presentation of the two-day Texas Accessibility Academy will be October 16-17, 2018. The Academy offers sixteen hours of continuing education and covers Texas’ Architectural Barriers law, the program rules and the Texas Accessibility Standards.

The Academy is held in Austin at Holiday Inn Austin Midtown, 6000 Middle Fiskville Road.

After October, the next Academy will be conducted in February as part of the Building Professional Institute in Houston, Texas.  The next Academy in Austin will be March 19-20, 2019.

Notice of Intent to Review Rules

The Texas Department of Licensing and Regulation (Department) is reviewing the Elimination of Architectural Barriers program rules (Title 16, Texas Administrative Code, Chapter 68) for re-adoption, revision, or repeal. The Department will determine whether the reasons for adopting or readopting these rules continue to exist by answering the following questions for each rule:

  • Is it obsolete?
  • Does it reflect current legal and policy considerations?
  • Is it in alignment with the current procedures of the Department?

The Department encourages anyone interested in the Elimination of Architectural Barriers program to review the Notice of Intent and current Chapter 68 rules. Comments may be submitted by email to erule.comments@tdlr.texas.gov. The deadline for comments is September 24, 2018.

TDLR Notices for Construction Projects to Resume

To help provide relief in areas declared a disaster due to Hurricane Harvey, the Texas Department of Licensing and Regulation (TDLR) suspended issuing notices for construction projects subject to compliance with the Texas Architectural Barriers Act.

Ensuring compliance with the Texas Accessibility Standards is critical in rebuilding Texas even better than it was before. Within the next few weeks, and with consideration for each building owner’s unique circumstance, TDLR will restart our normal procedure for sending reminder notices to owners for overdue inspections and for verification of corrective modifications. 

TDLR will take a phased approach: notices will initially be sent to those areas farthest from the Texas coast, and those areas with the greatest damage from the storm will be among the last to receive notices.

Please review your records regarding pre-Harvey projects registered with TDLR in the affected areas. Any questions or concerns about Architectural Barriers projects impacted by Hurricane Harvey can be directed to techinfo@tdlr.texas.gov or 512-539-5669.

Texas Accessibility Academy Presentations Posted

The PowerPoint presentation, (in PDF format), used in teaching the Academy is available on the Academy page. The seven (7) sections of the two-day presentation may be printed for use during the Academy. Copies of the PowerPoint presentation will not be available at the Academy.

Texas Accessibility Academy Dates

The Texas Accessibility Academy dates and locations for TDLR’s fiscal year 2018 (September 1, 2017 – August 31, 2018) are now available. Visit the Texas Accessibility Academy page for details.

The Texas Accessibility Academy is a two-day comprehensive study of the Texas Architectural Barriers Act (TABA), Architectural Barriers Administrative Rules, and the 2012 Texas Accessibility Standards (TAS). Attendees also receive general information about how the TABA and TAS relate to the Americans with Disabilities Act (ADA) and the 2010 ADA Standards for Accessible Design.

New Registered Accessibility Specialist Bulletins

TDLR’s Architectural Barriers (AB) program is issuing two new Registered Accessibility Specialist (RAS) Bulletins due to the upcoming AB Rule Changes (effective May 15, 2017). At this time, there are no changes to the RAS Procedures effective April 1, 2007, compliance with those are still required.

Technical Memoranda

TDLR issued Technical Memorandum (TM) 2017-25 (28kb PDF) to address 2012 Texas Accessibility Standards 404.2.10 (Door and Gate Surfaces) and guidelines relevant to door and gate surfaces within ten inches of the finish floor. Read Technical Memorandum 2017-25

Online AB Project Registration and Payment Available

TDLR accepts AB project registration payment online, using a credit or debit card. The online payment option allows a TDLR project number to be assigned immediately and ensures the property/facility owner can conveniently register their project in accordance with Texas AB law and AB administrative rules. AB projects may still be registered by downloading, completing and submitting by mail a Project Registration Form with the applicable fees to TDLR. A Registration Help Sheet is available to guide the public through the process of registering a construction project with TDLR and locating a Registered Accessibility Specialist to provide plan review and inspection services.
