Summary of Minutes

Presiding Officer Frank Reilly called the meeting to order at 10:03 a.m.

Presiding Officer Frank Reilly moved to agenda item B, Roll Call and Certification of Quorum. Committee members Frank Reilly, Don Parrish, Gary Foster, James Pat Nance, and Alan Zeman were present.

Presiding Officer Frank Reilly moved to agenda item C, Approval of Minutes - Meeting of July 11, 2013. Committee member, Alan Zeman, seconded by James Nance, moved to approve the minutes as presented. The minutes were approved by a unanimous vote.

Presiding Officer Frank Reilly moved to agenda item D, Public Comment. There were no public comments offered.

Presiding Officer Frank Reilly moved to agenda item E, Staff Reports. Bill Kuntz, Executive Director, reported that George Bomar is now a part of the Executive Office team and reported that Strategic Planning will begin soon. George Bomar, Program Specialist, presented a brochure on the positive effects of cloud seeding; reported occurrences of 'Chem-trails'; and gave a reminder about the 'First Annual Symposium on Weather Modification,' being held in San Antonio, February 28, 2014.

Presiding Officer Frank Reilly moved to agenda item F, Field meteorologists' report on status of ongoing rain enhancement/hail suppression operations. Jonathan Jennings, West Texas Weather Modification, gave reports, a presentation on outreach, and answered questions from the Committee.

Presiding Officer Frank Reilly moved to agenda item G, Consideration and possible recommendation on an application for a Texas weather modification license: City of Wichita Falls. George Bomar outlined the weather modification licensee application. Gary Foster, seconded by James Nance, moved to recommend approval of the license. The motion passed by a unanimous vote.

Presiding Officer Frank Reilly moved to agenda item H, Consideration and possible recommendation on an application for a Texas weather modification permit: City of Wichita Falls. George Bomar outlined the permit application noting that it is a four year application. James Nance, seconded by Alan Zeman, moved to recommend approval of the permit subject to applicant completing necessary steps. The motion was passed by unanimous vote.

Presiding Officer Frank Reilly moved to agenda item I, Consideration and possible recommendation on applications for renewal of weather modification permits: Seeding Operations and Atmospheric Research (SOAR) Program; West Texas Weather Modification Association. George Bomar recommended approval of the SOAR permit renewal. Alan Zeman, seconded by Don Parrish, moved to recommend approval of the permit renewal for SOAR. The motion was passed by unanimous vote. George Bomar recommended approval of the West Texas permit renewal. Gary Foster, seconded by Alan Zeman, moved to recommend approval of the permit renewal for West Texas. The motion was passed by unanimous vote.

Presiding Officer Frank Reilly moved to agenda item J, Recommendations for agenda items for the next meeting. Permit renewal for Color Spot Plant Farm.

Presiding Officer Frank Reilly moved to agenda item K, Discussion of date, time, and location of the next Committee meeting. The next Committee meeting date was tentatively set for June 5, 2014.

Presiding Officer Frank Reilly moved to agenda item L, Adjournment. The meeting was adjourned at 11:03 a.m.
